Gnosis Chain has 200K validators and invented the smart-wallet multisig. That is two of the ingredients a real PQC migration needs, distributed consensus and programmable signature logic, sitting in the same ecosystem. It is also running pure ECDSA plus BLS12-381, because nobody has asked Safe to be the one to lead.
